Halff

Halff is a full-service infrastructure consulting firm founded in 1950, when Dr. Albert H. Halff opened a one-person consulting practice in Dallas. The firm became a pioneer in hydraulics, hydrology, and floodplain management and grew into one of the largest independently owned consulting firms in Texas. It is employee-owned.

Services span land development, planning, places and communities, water and environment, transportation and intelligent transportation systems, structural engineering, landscape architecture, geographic information systems and geospatial services, subsurface utility engineering and utility coordination, right of way, surveying, MEP engineering, resilience, federal services, and infrastructure management. The water group covers water conveyance and pumps, water and wastewater treatment, watershed plans and studies, and flood infrastructure design. Coastal engineering adds shoreline protection, beach nourishment, sea level rise adaptation, storm hazard mitigation, dredging, and inlet and beach management plans.

The environmental group handles NEPA documentation, wetland delineation and Section 404/10 permitting and mitigation, cultural resources management, wildlife habitat and threatened and endangered species surveys, environmental due diligence and remediation, asbestos consulting, and storm water compliance. Construction services provide construction engineering and inspection oversight, preconstruction planning, quality assurance and control, and contract administration from pre-construction through closeout. The energy group works on transmission lines, electric distribution, substations, gas and liquid pipelines, renewable energy and battery storage site design, and it expanded through the acquisition of C&D Utility Consulting, LLC.

Service pages are titled for Texas, Florida, Arkansas, Oklahoma, and Louisiana, and the site lists no phone number or fee information, so confirm coverage for a specific site and how work is priced.
