Franklin Energy designs and delivers energy efficiency and clean energy programs on behalf of the organisations that fund them. It works with utilities and state energy offices, governments, contractors, retailers, and large commercial and industrial facilities, across strategic consulting, program delivery, product solutions, and design/build construction.

Program delivery brings together customer engagement, field operations, program management, and stakeholder collaboration, supported by the company's own software: tools that run a home energy assessment from first inspection to final report, a system that pulls data, documentation, and decisions together for commercial and industrial energy projects, a behavioral engagement suite, and an online marketplace where customers find, qualify for, and buy energy- and water-saving products. Contractors can join its trade ally network, take part in training, order products, or license its Snugg Pro software for whole-home audits.

Coverage is national, ranging from weatherization for income-qualified families to resiliency planning for critical infrastructure. The company reports that in 2024, 31% of its incentive dollars went to income-qualified households and 24% of program spend went to diverse-owned businesses. It was named Green Business of the Year in 2024, received the ENERGY STAR Sustained Excellence Award in 2023, and was ENERGY STAR Partner of the Year in 2022.

Because the programs are funded by utilities and state sponsors, what a given property can access depends on its utility territory and the current program year, so confirm eligibility and measure lists with the sponsoring utility before budgeting the incentive.
